Summary
The chapter opens with President Snow presenting Haymitch with a girl who looks exactly like Louella McCoy, the tribute who died in the parade accident. Haymitch immediately recognizes she is an impostor—her accent is slightly off, she avoids eye contact, and her cheekbones seem artificially plumped. Snow explains that the public will believe Louella survived, and Haymitch must coach this replacement as his ally to maintain the illusion of a perfect Quarter Quell.
