Summary
The chapter opens with Yagrin arriving at Emancipation Park, a rain-soaked cobbled area near the Mississippi River that serves as a hidden access point for the Order. He is hunting a freckle-faced girl—Quell Jewel—who has evaded him. Believing she must hide somewhere, he heads to the Tavern, an underground gathering spot for Order members, known for gossip and covert trades.
Yagrin reflects on his life: he wanted an honest life, but his father taught him that fear is the lifeblood of the Order—fear or be feared. He is now chasing another assigned target, feeling like the monstrosity he was bred to be. He thinks about the odd way his Headmistress (whom he calls Mother) spoke about Quell, hesitating to give her full name.
Using his magic, Yagrin opens a hidden stairway in the park and descends into the Tavern. The place is bustling with students, recent débutantes, and a few older members. The Trader, Des, initially claims safe houses, but Yagrin threatens him, revealing he's just come from a destroyed safe house.
