In Chapter One, Zetian flies the Yellow Dragon into the Xihuang Desert, searching for the Heavenly Court. He recounts his childhood: tested at nine with spirit pressure near 400 units, he was placed in a dungeon with nine others and told only one would survive; he emerged as the sole survivor with spirit pressure in the thousands. Wan'er teaches Zetian to read. Zetian addresses seven newly conscripted girls, the first in Chang'an after conscription criteria were extended beyond boys. The final girl, Liang Yuhuan, reports a spirit pressure value of 3,463, which crosses the threshold to enter the army as an Iron Countess.

Reactionary sabotage escalates—missing guns, broken equipment, bombed roads. Zetian travels to Longxi with Yizhi and Qieluo, visiting Shimin's childhood apartment, now a tourist attraction, where she experiences vivid visions of his family's violence and ordinary moments.

She tells him they can never recover from this betrayal.

Taiping describes underground social clubs for people who do not conform to gender and sexuality norms, mentioning Club Lily where she met Wan'er. She offers to take Zetian to one in disguise once the revolution settles.

In a dream training session, Qin Zheng reveals a plan: they will attack the gods about a month before the baby's due date, roughly seven months away. He explains that the gods won't expect it, and he wants to die a meaningful death rather than wasting away from disease.

Zetian plans the Phoenix Alliance, a women-centered nonprofit funded independently. She records a broadcast announcing the Alliance, sharing personal stories and confessing her motive to kill Yang Guang, then delivers a passionate speech about women's exploitation and calls for solidarity. Liu Che and Wei Zifu broadcast a rebellion from the Great Wall, raising the White Lotus Flag. Sima Yi reports that Chengdu's army has defected. Zetian challenges Qin Zheng, demanding command of the Yellow Dragon, and he agrees to send her with Di Renjie. They pilot the Yellow Dragon south, encountering the Azure Dragon and Whale Bird. Zetian fights them while impersonating Qin Zheng, but loses a wing and is hoisted high. She stabs through to lock together, then disconnects and leaps onto the Azure Dragon, cutting into its cockpit and threatening Liu Che. After the insurrection, Zetian watches propaganda broadcasts with Taiping. She goes to Sima Yi's office, overpowers him, and posts a message revealing that Hunduns are the planet's natives and humans were prisoners. The tablet blacks out, showing a warning about consequences, then plays audio of Yizhi coercing Doctor Hua to fake data. Zetian realizes this information cannot stay in her memory, and she hears glass shattering and Qin Zheng roaring Yizhi's name.
